Isn’t the Israeli army withdrawing and Hamas and allies remaining combat effective the definition of a victory in guerrilla warfare? Wikipedia rules require coming to these decisions based off of consensus from reliable sources. Hamas "did an attack" does not contradict the assessment that combat ineffectiveness is the current state of Hamas in Khan Yunis, because combat ineffectiveness does not preclude low-level insurgent attacks. You are not here to against reliable sources without reliable sources that say exactly what you are trying to express.
