Obviously not, as councillors didn't get to vote on Section 28. Only MPs did. That's kinda the point of it. Bastin 01:47, 21 May 2010 (UTC)

That's not the same. Pretty sure he would have rejected the unstated premise that local education and child care services were substandard, given he was leader of the council from 1990 to 1992.
