I'm having difficulty finding historic facts on this piece of legislation at the moment. It was initiated in the early 1950s, came to fruition around 1957-1958 and was signed into law by then-governor Pat Brown, around 1958-1959. The article can be corrected and filled in as more facts and precise dates are uncovered. It's still the law in California, and figures in frequent misattributions to Ronald Reagan during his tenure as governor of California.—QuicksilverT@17:18, 4 May 2010 (UTC)[reply]
Further research shows that the act started as Assembly Bill 1159 in 1956.[1] It was passed by the California Assembly, but tabled in the Senate. A Senate Interim Committee on the Treatment of Mental Illness was set up under State Senator Alan Short to study this matter and to bring in recommendations. In the fall of 1956 the Senate committee began to draft a proposed bill. The bill was passed some time in 1957, during the tenure of Governor Goodwin Knight, and went into effect around December 1, 1957. My earlier attribution to Gov.
