Romania and Ukraine still play each other so the least amount of points for 1st place is 10. If Croatia or Serbia win their remaining games then they can finish in a tie with both of them at 10 pts. For Croatia it would be ROU 4 pts, CRO 3 pts, and UKR 2 pts in the tie-breaker. For Serbia the tie-breaker would be UKR 4 pts, ROU 4pts, and SRB 1 pt.
