An update about templates

Hello everyone. If you've been following my contributions to the Serbian local election pages, you'll know that I haven't been using the "Election results" template so far. I explained my reasons a while ago here. I'm now trying to use the templates in a slightly modified form.

I'm using a workaround to include the full electoral list names. I'm also including the blank and invalid votes in the top section of the template, in the same area as the party vote totals. My reason for this is pretty straightforward: the electoral threshold is three per cent (formerly five per cent) of the total votes, not the valid votes ... which is why, for instance, the LDP list fell below the threshold in the 2012 Belgrade election, even though they received more than five per cent of the valid votes.

I was using both percentages before, but I can't really do this with the "Election results" template. If we're only using one of the percentages for each electoral list, it should be for the total number of votes.

A quick comment about the Vrbas totals: the official state returns list 983 invalid votes. The municipality's election returns indicate that there were also five blank votes, for 988 in total. This is the number I've used on the template. Both the state and municipal sources agree that there were 23,250 total votes, so it pretty much has to be this way.
