Effective date

The lede states that the law went into effect on June 29, 2011. No source is provided, and this date is not mentioned in the body of the article. I have tagged the sentence in the lede regarding the effective date; it needs a source. I have not been able to find one. SunCrow (talk) 05:23, 8 February 2019 (UTC)[reply]

This article highlights the detractors' positions and minimizes support for the bill. Including helping to balance the budget, avoid layoffs, and support merit-based compensation.
