The Ministry of the Navy (Turkish: Bahriye Nezâreti) was the ministry responsible for the Ottoman Navy.[1]

From the foundation of the Ottoman Empire until 1867, the highest-ranking officer in the Ottoman Navy was the Kaptan-ı Derya (Kapudan Pasha), who had a seat in the Imperial Council. However, in Dilaver Pasha's 1867 reforms, it was decided to form the Heyet-i Vükela ('Council of Ministers'). The Ministry of the Navy was also established to represent the Navy in this council. At first, the duty of the Kaptan-ı Derya was also carried out by the Minister of the Navy. However, later on, the post of Kaptan-ı Derya was re-established, subordinate to the Minister of the Navy. The Minister of the Navy was responsible for the financial affairs of the navy, such as purchasing or having ships built. The Kaptan-ı Derya, on the other hand, only served as the overall commander of the navy.

Headquarters

The headquarters of the ministry was in the Kasımpaşa district of Istanbul, which is currently used as the Northern Sea Area Command. The function of the ministry ended in 1922. After the foundation of the Republic, this duty was carried out by the Turkish Naval Forces.
