The Ministry of Interior of Qatar was established in 1970, and is responsible for providing security and safety for citizens and protecting the borders and coasts of the country. The current minister is Khalifa bin Hamad bin Khalifa Al Thani.[1]
Functions
[edit]According to Emiri Decree No. 16 of 2014, which defines the responsibilities of ministries in the country, the Ministry of Interior is entrusted with a wide range of duties and functions aimed at maintaining security, public order, and effective governance. These duties can be broadly categorized into general and special functions.
General Functions
[edit]The Ministry of Interior's general functions encompass strategic planning, legislative development, and fostering international cooperation. The key responsibilities include:
1. Policy Development: Proposing policies, strategic plans, and operational programs related to the Ministry’s mandate and ensuring their effective implementation upon adoption.
2. Supervision of Affiliates: Overseeing the operations of affiliated authorities and agencies in accordance with relevant legislative instruments.
3. Law Enforcement:Implementing laws, regulations, and decrees relevant to the Ministry’s jurisdiction, ensuring adherence to national legal frameworks.
4. Regulatory Oversight and Licensing: Supervising public and private entities involved in activities under the Ministry's scope, including issuing licenses in accordance with legal requirements.
5. Quality Control: Ensuring compliance with high-performance standards across activities related to the Ministry's functions, contributing to efficient service delivery.
6. International Cooperation: Developing relationships with foreign countries and international organizations related to the Ministry’s scope of work, negotiating agreements, and fostering collaboration in coordination with relevant authorities.
7. Data Collection and Analysis: Gathering, studying, and analyzing information related to the Ministry's activities to inform decision-making and improve strategic planning.
8. Legislative Drafting: Preparing draft laws, regulations, and other legislative instruments related to the Ministry’s functions to enhance governance and security frameworks.
9. Representation: Representing the State at Arab, regional, and international conferences, as well as engagements with global bodies and organizations in fields relevant to the Ministry's responsibilities.
10. Statistical Reporting: Preparing comprehensive statistics and reports on the Ministry's functions and operations, in collaboration with competent authorities, for strategic planning and transparency purposes.
11. Financial Management: Preparing the Ministry’s annual budget and final financial accounts, ensuring accountability and fiscal responsibility.[2]
