Background
[edit]On October 4, 2000, President Joseph Estrada was accused by Ilocos Sur governor Chavit Singson of receiving millions of pesos from illegal jueteng operations.[1]
Impeachment
[edit]On November 13, 2000, within just five minutes after the opening ceremony the House of Representatives led by Speaker Manny Villar voted to impeach Estrada. He insist that the impeachment motion already garnered the minimum of 73 votes or a one-third majority in the 218-member lower legislature.[2][3] The customary procedures such as roll-call and declaration of quorum was skipped. 115 lawmakers endorsed the motion.[4]
