Dr. H. Muhammad Rahmad, MM, MITM (born January 5, 1973) is the Executive Director of the Indonesian Tourism Studies Center..[1]. Rahmad is also an entrepreneur who serves as the CEO/Chairman of RAMA Group[2] and PT. Indonesia Cendekia Mandiri, or ICMI Travel, is an international standard travel company with ISO 9001:2015 certification and an A-grade accreditation from the government. [3].

Rahmad has 17 years of experience in government and national and international bureaucratic diplomacy. He has actively participated in Bilateral and Multilateral sessions, Trade Agreements, and World Business Regulations.[4].

Rahmad was born into a family of religious scholars and traditional leaders in Minangkabau. His father, H. Emil Dasril Bin Jamaran, held Datuak Putiah Dipucuak (Traditional Leader in Kenagarian Kubang, 50 Kota Regency). Religiously, his father was also a scholar with the title Syeikh Mudo Engku Tanjung, who received a Sufi initiation certificate in the Naqshbandi order from Syeikh Haji Malik Bin Syekh Mudo Abdul Qadim Balubus. His mother, Hj. Martina Achmad was the daughter of a prominent scholar, H. Achmad Syeikh Mudo Sipingai. Rahmad's paternal family were Muhammadiyah figures in 50 Kota Regency, while his maternal family was prominent scholars from Nahdlatul Ulama[5].

Rahmad also has over 13 years of experience in national and international business. He has led 13 national export-import companies in various fields, such as mining (oil and gas), hospitality, printing, military equipment, investment, tourism, and general trade. Rahmad also holds national certificates as a tourism professional assessor and as an auditor and consultant for tourism companies from the National Professional Certification Agency (BNSP) of the Republic of Indonesia.

Educational Background

Rahmad attended SD Negeri No. 7 Talago in Guguk District (1979-1985), MTSN Padang Japang in Lima Puluh Kota Regency (1985-1988), and MAN Koto Baru Padang Panjang (1988-1991).

He was selected as an invited student candidate for the S1 (undergraduate) program in Muamalah Jinayah/Islamic Banking at IAIN Imam Bonjol Padang (now renamed UIN IB State Islamic University Imam Bonjol Padang). At this university, Rahmad earned his Bachelor of Religion (S.Ag) degree in 1995, and during his studies, he received the SUPERSEMAR Scholarship.

He then received a scholarship for his S2 (master's) studies at IIUM (International Islamic University Malaysia) in Petaling Jaya, Malaysia. His studies at IIUM were interrupted when Rahmad joined the Ministry of Foreign Affairs of the Republic of Indonesia and worked at the Indonesian Embassy in Singapore in 1997.

Rahmad pursued his S2 in Management at Krisnadwipayana University, Jakarta, in 1999 and earned a Master of Management (MM) degree. Rahmad also studied for an S2 in Management Information Technology at the University of Wollongong, Australia, and earned a Management Information Technology Management (MITM) degree in 2002.

He pursued doctoral studies (S3) in Management Information Technology at the University of Malaya, Malaysia (2011) and S3 in Political Communication at Sahid University, Jakarta (2016). Rahmad is enrolled as an S3 student in Tourism Science at Trisakti School of Tourism, Jakarta (2023).

Organizational History

Rahmad has been actively involved in organizations since his school days. During elementary school, he was active in scouting activities and was often appointed as Class President.

At MTsN, he was active in the Student Council (OSIS), Scouts, and Sports. He repeatedly represented his school in inter-school competitions (PORSENI-Sports and Arts Week).

In high school, Rahmad was trusted as a board member and Chairman of the Student Council at MAN Koto Baru Padang Panjang and the Indonesian Islamic Students (PII) Koto Baru Padang Panjang (1988-1991).

In college, he served as Editor-in-Chief and Editorial Secretary of Suara Kampus IAIN Imam Bonjol (1992-1995). He was also active in scouting, serving as Chairman of the Scout Racana Council of IAIN Imam Bonjol (1993-1995). Rahmad also served as Deputy General Secretary of the Student Senate of the Sharia Faculty at IAIN Imam Bonjol (1992-1993). He then became Chairman of the Student Senate of the Sharia Faculty at IAIN Imam Bonjol (1993-1994) and later served as Chairman of the Student Senate of IAIN Imam Bonjol (1994-1995).

Off-campus, he was active in the Islamic Student Association (HMI) Padang Branch and LAPMI Badko HMI West Sumatra Riau from 1991 to 1995.

He was also active in the Scout Racana Council and the West Sumatra Scout Movement Regional Work Council. In 1992, Rahmad participated in COMDECA (Community Development Camp), a world scout movement, and the National Wirakarya Camp.

Abroad, Rahmad established the Scout Movement Unit 01/02 of the Republic of Indonesia Representative in Singapore and became Secretary of the Indonesian Mosque Council in Singapore, Chairman of Indonesian Students in Sydney, Australia, and Chairman of the Indonesian Student Association in Kuala Lumpur, Malaysia, and Chairman of the Indonesian Student Advisory Board (PPI) in Singapore.

He has also served as Deputy Secretary General of KAHMI and KBPII (2011-2014), Chairman of the Indonesian Muslim Intellectuals Association (ICMI) Center since 2015, Chairman of Mappindo (Indonesian Farmers Care Community) since 2017, and Trustee of Bank Infaq since 2019.

Rahmad is also active as Secretary General of ASITA (Association of the Indonesian Tours and Travel Agencies) for the 2020-2024 period and as a member of the Supervisory Board of the Indonesian Hajj and Umrah Association KESTHURI for the 2022-2025 period.

Political Work History

During college, Rahmad became a young campaigner for the Golkar Regional Leadership Council of West Sumatra Province from 1991-1992. He became involved in Golkar's political activities after he was selected as the winner of a youth-level speech contest at RRI Padang, West Sumatra.

Rahmad's other political work includes being actively involved as the Chairman of PPLN (Overseas Election Committee) for three elections. In the 1999 election, Rahmad led the Singapore PPLN and successfully made it a national model PPLN using Indonesia's first digital election system. More than 150,000 voters came to the Indonesian Embassy in Singapore in an orderly manner to vote on election day. Rahmad and the PPLN prepared 300 polling stations within the Indonesian Embassy complex in Singapore, and the queuing system, attendance, and polling station distribution were done using a computerized barcode and digital system. Vote counting was also done digitally and monitored by NGOs from within the country and abroad, including from the United Nations. Rahmad and the Singapore PPLN received an award from the Indonesian General Elections Commission (KPU) for this work.

Another political work was when Rahmad joined the Democratic Party in 2010. He was active as an Expert Staff for the Chairman of the Democratic Party Faction in the Indonesian Parliament when Anas Urbaningrum was the Faction Chairman and became Deputy Executive Director of the Democratic Party Central Executive Board (2010-2013) and Leader/Person in Charge of the Democratic Party Central Executive Board Media Center (2010-2013).

Rahmad was then trusted by Mr. SBY (Susilo Bambang Yudhoyono) to become the Deputy Executive Director of the Democratic Party Central Executive Board, with the main task of improving the party's Human Resources. Rahmad had 4 (four) spectacular works in the Democratic Party:

Made fundamental changes at the Democratic Party's Central Executive Board by eliminating illegal levies and raising staff salaries. Rahmad was impartial; anyone who engaged in illegal levies was sanctioned. The most severe sanction was dismissal as staff. Before Rahmad was appointed to manage the Democratic Party's Central Executive Board Office, illegal levies were rampant.

Established the Democratic Party's Political School, named Public Relations School of Politics. In this school, Rahmad was directly assigned by the party as its Headmaster. Through this political school, the Democratic Party produced party spokespersons. Education was conducted for 14 days, day and night, and participants from all over Indonesia were trained in theory and practice to become spokespersons. The instructors at the Public Relations School of Politics included Indonesian President SBY (Bambang Susilo Yudhoyono), MPR Chairman Dr. Marzuki Ali, Minister of Law and Human Rights Dr. Amir Syamsuddin, Minister of Youth and Sports Dr. Andi Malarangeng, Party Chairman Anas Urbaningrum, Presenter Tina Talisa, SBY-JK's Media Victory Master Subiakto Priosoedarsono, Public Relations Expert Magdalena Wenas, and others.

Established and led the Democratic Party's media center. In this Media Center, all national and party strategic issues were processed, and the results were distributed to party spokespersons. The ad hoc team involved in processing these issues included Muhammad Rahmad, Toto Rianto, Andi Nurpati, Ruhut Sitompul, Ramadhan Pohan, Benny Kabur Harman, Hinca Pandjaitan, Ulil Abshar Abdalla. During this period, the Democratic Party had strong spokespersons who colored national and parliamentary news.

Saved the Democratic Party so that it passed administrative and factual verification at the Indonesian KPU. In the 2014 election, Rahmad was the Chairman of the Democratic Party's National Verification Team at the Indonesian KPU. Rahmad led the Democratic Party's Regional Leadership Councils and Branch Leadership Councils throughout Indonesia in preparing document completeness and factual verification to be assessed by the Indonesian KPU. The Democratic Party almost failed administrative verification at that time because, in the last seconds of the document correction deadline at the KPU, there were still several primary documents that needed to be completed and corrected.

Rahmad then resigned from the Democratic Party and ran in the 2014 election as a Candidate for Member of the Regional Representative Council of the Republic of Indonesia from West Sumatra.[6]. However, at that time, Rahmad was not successfully elected as a DPD RI Member, as his vote tally was only in the top 7 from 42 candidates with 112 thousand votes.

In the 2019 Regional Election, Rahmad ran as a candidate for regent in the Lima Puluh Kota Regency Election 2019, paired with former deputy regent Asyirwan Yunus, but failed to secure the first position. Rahmad's vote tally had a difference of about 4 thousand with the election winner.[7].

Rahmad was also responsible for managing Democratic Party spokespersons when he led the Party's Central Executive Board Media Center from 2010-2013. [8]. Rahmad was also known to have been a spokesperson for General (Ret.) Dr. H. Moeldoko at the Democratic Party's Central Executive Board resulting from the Extraordinary Congress (KLB) in Deli Serdang (2021-2023)[9], and a spokesperson as well as National Coordinator for Anas Urbaningrum's Friends (2023).[10].

In the 2024 election, Rahmad is running for the Indonesian Parliament (DPR RI) from the Golkar Party for the West Sumatra Two Electoral District.[11].

Professional Work History

Rahmad began his career at the Embassy of the Republic of Indonesia (KBRI) in Singapore in 1997. He was assigned to various departments, including Industry and Trade, Communication and Encryption Unit, Politics, Economics, Maritime Transportation, Education, Socio-Cultural Affairs, and Tourism. Rahmad also worked for the State Intelligence Agency (BIN) for three years[12].

He was assigned to various ASEAN, APEC, and WTO Task Forces and was appointed as an Indonesian delegate for ASEAN, APEC, and WTO sessions. Rahmad also served as a concept developer and speech writer for Ambassadors HBL Mantiri, Luhut Pandjaitan, Johan Syahferi (deceased), Slamet Hidayat, and Susilo Bambang Yudhoyono (SBY) who is the 6th President of Indonesia.

Rahmad later resigned from the Indonesian Ministry of Foreign Affairs corps when he was invited to join the Democratic Party in 2010. He then became an expert staff member for the Democratic Party Faction in the Indonesian Parliament. Additionally, Rahmad was active as a Media Consultant at Media Corp. Singapore.

Furthermore, Rahmad also served as Executive Director of the President Institute in 2013, QSP (Qodari School of Politics), and SPN (National Political School) of the Indonesian Muslim Intellectuals Association.

In the business world, Rahmad became President, Director, and CEO of Rama Group and Finusa Group in 2016. He has also been a Tourism Assessor for BNSP/LSP Pramindo since 2019 and is currently the President and Director of PT. Indonesia Cendekia Mandiri (ICMI Travel).

Writing Career History

Rahmad began as a writer and correspondent for print media when he was a student at MAN (State Islamic High School) Koto Baru Padang Panjang in 1989. He started writing short stories and led the Wall Magazine (Mading) at MAN Koto Baru Padang Panjang. Rahmad's pen name for his short stories was Rance Amanda. He has written more than 70 short stories. His writings were widely published in national media, including Gadis Magazine in the 90s. Rahmad's highest achievement at that time was winning 1st place Nationally as a Talented Short Story Writer.

During his college years at the Sharia Faculty of IAIN Imam Bonjol Padang (now renamed UIN Padang), he actively wrote for Suara Kampus Newspaper, Haluan Daily Newspaper, and Singgalang. He also worked part-time at Singgalang Daily Newspaper as a 'layout man' and 'proofreader for typos or misprints.' At that time, newspaper publishing was still done manually, far from today's computerized systems.

At that time, writing for Rahmad was not just a hobby. It was also out of 'necessity'. Through writing, he earned honorariums or wages from his articles. With these honorariums or wages, Rahmad supported his school and college expenses.

Rahmad has published 5 (five) books of his work: "Anas Urbaningrum: As Is", a bestselling book titled "Power of Mind", a book titled "Tourism 5.0: Strategic Transformation of Indonesian Tourism Towards a Golden Indonesia 2045", a book titled "Free Around the World", a book titled "Reforming the Structure of Indonesian Ministries: Towards a More Efficient and Democratic Bureaucracy".[13].

Professional Field Work

Rahmad successfully improved company management by implementing PT's digital and online service systems. Indonesia Cendekia Mandiri (ICMI Travel) is the First Hajj & Umrah Travel company in Indonesia to obtain the ISO 9001:2015 Quality Management System Certificate with International Standards. Rahmad also successfully led the company to get an A Accreditation from the Indonesian Ministry of Religious Affairs.[14]

Work in the Tourism Sector

Rahmad believes that the Indonesian Directorate General of Immigration plays a crucial role in building a strong, safe, comfortable, and enjoyable national tourism industry. According to Rahmad[15], Immigration is the face of Indonesia for the international community, both for those visiting Indonesia and those leaving Indonesia. Immigration also reflects public service for Indonesian citizens, as people visiting foreign countries will compare Indonesia's Immigration service with that of other countries. Rahmad, as Secretary General of ASITA, gave a special presentation to the Minister of Law and Human Rights, Yasonna Laoly, and the Director General of Immigration, Prof. Widodo Ekatjahjana, about the Strategic Role of the Directorate General of Immigration in Obtaining Foreign Exchange of 400 Trillion Rupiah. Rahmad made this presentation long before President Jokowi expressed anger towards the Directorate General of Immigration and planned to conduct an open selection for positions.

Rahmad proposed to the Directorate General of Immigration, Ministry of Law and Human Rights, to improve the management of Indonesian passports and Visa on Arrival. For Rahmad, all Indonesian citizens deserve to obtain passports easily and quickly, so the passport issuance process needs to be done with comprehensive online technology assistance. The same applies to Visa on Arrival (VoA). Rahmad proposed eliminating VoA counters at airports and providing VoA services online. Within minutes, foreign tourists would know whether their visa is approved, thus making their desire to visit Indonesia more enjoyable—no more queuing at Immigration VoA counters at Indonesian airports or seaports. Rahmad then joined the VoA study team formed by the Ministry of Law and Human Rights and other relevant ministries. Indonesian visa services are currently conducted online, although not entirely as Rahmad had hoped.

Rahmad also protested the Indonesian Directorate General of Immigration when they planned to implement a rule requiring Indonesian citizens to have paid-up BPJS (national health insurance) to obtain an Indonesian passport. Rahmad mentioned that based on data from the Indonesian Ministry of Foreign Affairs, there are more than 9 million Indonesian citizens abroad. About 93% are Indonesian migrant workers who send about 153 Trillion Rupiah to Indonesia annually. These Indonesians abroad certainly don't have BPJS but need Indonesian passports. If paid-up BPJS becomes a requirement for passport issuance, these 9 million Indonesians would have problems with their passports, and the flow of money to Indonesia would also be disrupted, Rahmad told the Directorate General of Immigration. The Directorate General of Immigration eventually canceled the rule.

Work in the Agricultural Sector

Muhammad Rahmad's brilliant work was recorded during the 2019 Regional Election in Lima Puluh Kota Regency. He initiated the planting of Superior Corn Seeds for Chicken Feed on idle land that had not been cultivated for more than 15 years. During the long dry season in August 2019, Rahmad invited small farmer groups to conduct a trial planting of superior corn seeds. The harvest yield reached more than 12.6 tons per hectare, higher than Gorontalo's corn planting trial results. When President Jokowi harvested corn in Gorontalo in March 2019, it only yielded 8 to 9 tons per hectare.[16]
