Charlie O'Loughlin is the founder and director of EuroGeneral, owner of the extensive Euro Giant chain of retail discount stores in Ireland. He was born in inner-city Dublin in 1945.

EuroGeneral also has a wholesale division, which imports and supplies Fast Moving Consumer Goods (FMCG) to other discount stores around the country.

O'Loughlin originally opened a 'Pound City' retail outlet on Dublin's Moore Street, just off O'Connell Street, in 1990.[1]. He added more stores up to 2001, when he created the Euro General brand and renamed the retail arm Euro 2, when the euro currency came into effect across the Eurozone in 2002. These stores were later rebranded as EuroGiant.

O'Loughlin's wealth was estimated by the Irish Independent at around €38m in 2017[2]

As of 2025, there are now over sixty stores around the country and O'Loughlin remains as the CEO of the parent company.
