Controversy
[edit]In 2021, Andover Youth Services was involved in a controversy regarding its former director, Bill Fahey. Town Manager Andrew Flanagan dismissed Fahey following an independent investigation that uncovered allegations of misconduct. The investigation detailed issues such as the misuse of funds and inappropriate conduct with staff.[2]
The controversy intensified as additional details from the investigation emerged, highlighting governance and oversight issues. While some community members supported Fahey for his contributions to AYS, others emphasized the need for accountability and transparency. In response, the town implemented stricter oversight measures to prevent similar incidents in the future.
