Serving the Public vs. Public Ownership

In American English, a "Public Utility" is generally one that is government owned versus the definition in the Public utility article which talks about utilities that serve the public, regardless of ownership. This vagueness is reflected in this cat which is a blend of publicly owned utilities and telecom companies related to the Bell System but, oddly, not other utilities. In the cats of utilities by industry, only Spain and the US have the word "Public" in the Cat. I'm leaving this one for publicly owned utilities and creating a new cat based on the British one called "Category:Utilities of the United States" to clean things up.
