Hello 2405:6E00:640:3DB3:F54C:6120:B7F1:1E37. In Wikipedia, the category must be added to the article, not the other way around. Please see Wikipedia:FAQ/Categorization#How do I add an article to a category? For newer editors, it's understandably a counter-intuitive system.

In this particular case, we currently do not have an article for Angus Smith or Angus J. Smith. (We do have the draft Draft:Angus Smith, but that is obviously about a different person.) We can't add a category to a non-existent article, so there is currently nothing to do as far as categorization is concerned. Category pages are not intended to be exhaustive lists. They are navigation aids; merely groupings of related, existing English Wikipedia pages

However, some of Wikipedia's list articles are indeed exhaustive and in fact Angus J. Smith is listed at List of mayors of Townsville!:) Hope I've been of some help in your understanding of the situation.
