Sheikh Ahmad Bin Rashid Bin Ahmed Bin Abdulla Al Mualla (1908 – 21 February 1981) was an Emirati royal and a founder of the United Arab Emirates who served as the ruler of the emirate of Umm Al Quwain from 1929 to 1981.[1] He was succeeded by his son Sheikh Rashid Bin Ahmed Al Mualla II.

Early Life

The monarch learned the Holy Quran and Islamic tenets as his father Sheikh Rashid Bin Ahmed Al Mualla aimed to raise him in accordance with Islamic principles.[1] He assumed his position at age eighteen after the assassination of his cousin, Sheikh Hamad bin Ibrahim Al Mualla and counter-coup in 1929.[1][2]

Ruler of Umm Al Quwain

During his rule, Sheikh Ahmad served as a mediator to settle numerous tribe disputes. Additionally, he managed to cultivate good relations with the rulers of neighboring areas such as Ras Al Khaimah and Ajman.[1]

The ruler played an instrumental role in developing Umm Al Quwain as an emirate. Prior the establishment of the Union in the UAE, in May 1968, he founded the Municipality Department in the Emirate of Umm Al Quwain.[3] He appointed his son, Sheikh Rashid Bin Ahmed the then Crown Prince for its management and his first assistant to run the Emirate’s affairs.[1] The municipality facilitated citizens’ affairs, built public housing, paved roads, and followed up development projects in the Emirate, especially those in areas surrounding Umm Al Quwain corniche.[1][4] Additionally, he oversaw the building of public parks alongside the lighting and tree planting of streets.

As a measure to protect the peninsular city from the tides and the deepening of the inlet to the sea creek, the ruler established the construction of a permanent structure known as breakwaters to protect against marine hazards.[1] Furthermore, he established the Police Department as a security measure in the Emirate.

With regards to the establishment of the federation of the UAE, Sheikh Ahmed Bin Rashid was proactive, participating in the negotiation meetings in the build-up to formalizing the union. On December 2, 1971, his son Sheikh Rashid Bin Ahmed signed the UAE constitution as the Deputy Ruler and Crown Prince.
