Adding IPA guidance into France MOS frame

The page probably should be moved to substitute 'and' for '&' per Wikipedia style. Any objections, or would a page move create difficult already-existing-navigation problems? I've fixed the hatnote for the direct link to the 'and' form. Thanks. Randy Kryn (talk) 16:54, 2 June 2018 (UTC)[reply]
