[edit]Think of the ATP synthase like two motors joined together, each trying to drive each other in opposite directions. One is an electrical motor using the membrane potential, the other is a chemical motor using ATP. When the ATP is higher than the membrane potential, the chemical motor "wins" and the protein pumps protons out of the mitochondrion and hydolyses ATP. On the other hand, when the electron transport chain is working and the membrane potential is high, the electrical motor "wins" and protons flow into the mitochondrion, forcing the chemical motor to make ATP.
