I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. In addition to the boilerplate fair use template, you must also write out on the image description page a specific explanation or rationale for why using this image in each article is consistent with fair use. Suggestions on how to do so can be found here.

Please go to the image description page and edit it to include a fair use rationale. Using one of the templates at Wikipedia:Fair use rationale guideline is an easy way to ensure that your image is in compliance with Wikipedia policy, but remember that you must complete the template. Do not simply insert a blank template on an image page.

Instead of continuing to engage in sockpuppetry, I suggest that you take a look at WP:OFFER. If you follow the steps outlined there, you might be able to return to Wikipedia as a regular constructive editor, rather than to have your new socks being blocked every couple of weeks. If you wish to contribute to Wikipedia, you need to negotiate an unblock at your primary account. Otherwise, the work of any sock puppets disclosed will be reverted, any templates or articles you created will be deleted. It takes much less time to undo your work than it does for you to do it. Nsk92's analysis below is spot on. I cannot locate the comment you're alluding to, but WP:OFFER has a requirement of 6 months sock-clean behavior. What statement are you talking about? The above link WP:ANI#Comments_from_Amir.Hossein.7055 points to a non-existent section of WP:ANI. You should also re-read WP:OFFER again. The main condition there is: " Wait six months without sockpuppeting". You have been extremely actively sockpuppeting to this very day, as Wikipedia:Sockpuppet investigations/Amir.Hossein.7055 and Wikipedia:Sockpuppet investigations/Amir.Hossein.7055/Archive show. An admin will make a formal decision on your unblock request, but it is pretty clear that your request will be denied for the moment. If you want to be unblocked and take advantage of WP:OFFER, you need to stay away from Wikipedia entirely for at least six months - no editing as an IP, no editing under other account names, no editing at all. If you can do that for six months, then six month from today, on March 12, 2011, you might have a chance with a new unblock request. Even then you would have to promise to comply with Wikipedia copyright policies and maybe agree not to upload any new images at all for a while - your main account and your sock accounts have been engaged in systematic and long-term violation of Wikipedia's copyright policies.
