It is considered spamming and Wikipedia is not a vehicle for advertising or promotion. @Prahlad balaji: not necessarily. Administrators are empowered to use discretion to determine whether a soft block or a hard one is more appropriate. In this case, in my evaluation, a soft block was enough, in the light of the limited nature of this user's spamming, especially considering that the template points out that promotional editing is not acceptable.
