The first thing I'd suggest is to head over to WP:GLAM and do some reading there; there's lots of advice on how to contribute while observing Wikipedia policies on conflict of interest, as well as coordination with Wikimedia Foundation outreach and with other organizaiotns. First let me introduce myself, my name is Bas Otting and I work for the IT department of the Peace Palace Library. The Peace Palace Library is one of the oldest and most prestigious libraries specialized in international law. Its principal objective is to service the institutions that reside in the Peace Palace, including the International Court of Justice, the Permanent Court of Arbitration, and the Hague Academy of International Law.
Since the beginning of this year our library launched a new website with a different approach in offering our information. With the use of Research Guides we are trying to give detailed information (bibliographies, librarian’s choice, databases, library blogs, links and see also’s) on 50+ topics on International Law. We think this information can add much value to the corresponding topics on Wikipedia and I was wandering if it is possible to add these Research Guides to the External Links part of the Wikipedia pages. I already created a list with all our Research Guides and the Wikipedia page they belong to: http://en.wiki.x.io/wiki/User:Andoornborg.
Two weeks ago I tried to add these links myself but after two or three times my account was marked as spam, I requested an unblock but that didn’t go very well. Luckily there were a few people who saw that my contribution was not spam and told me to create a new account and to take a look at WP:GLAM. That’s why I’m sending this email to you, can you help me with adding these links to the Wikipedia pages? I also would like to edit our own page http://en.wiki.x.io/wiki/Peace_Palace_Library but I’m afraid I will be marked as spammer again.

You need to be aware that a Wikipedia account cannot be on behalf of a team; it must be for an individual; see WP:CORPNAME. Wikipedia is also very reluctant to accept edits which seem to be for the sole purpose of promoting or advertising an organisation. Now obviously he needs to get a new account and not use one with a corporate name, and adding such links is technically COI, but I really think we want the links - they've all been removed, one editor who removed one restored it and I restored the other 3. So how do we advise Bas Otting? WP:GLAM may also be helpful. Peace Palace Library links
Glad you put it back. I restored the other 3. This is a tricky one, they look like the sort of links we really want, but how do we advise the editor? Dougweller (talk) 16:11, 2 February 2012 (UTC)
Yeah, when I looked at it it seemed to be relevant and valuable, sort of the exception that proves the rule. I'd advise the editor (who needs a rename) to be judicious in placing the links where they'd do the most good. This kind of thing makes me more irritated at true spammers who make us predisposed to revert useful links that might be spam. Acroterion (talk) 16:16, 2 February 2012 (UTC)

Yeah, this seems like a GLAM outreach opportunity as our PR folks would say (GLAM seems like it should represent something from a John Waters movie, but maybe I'm mistaken). Already done. Believe me, Bas, we do genuinely encourage participation from "galleries, libraries, archives and museums" (GLAM); but dealing with the Magic Firehose of Sewage (the efforts of spammers and self-promoters in general) has made us admins somewhat cynical and predisposed to stop the link addition first. --Orange Mike | Talk 16:59, 2 February 2012 (UTC) a Quaker and predisposed to favor all efforts toward peace

Thank you both for helping me with this, a few years ago I had the same issue but couldn't solve the problem then. I created a new account (had to change ip address first), it's called Andoornborg. I will prepare a list of research guides tomorrow, can I place that list over here? Thanks again! [edit]I've solicited some help at the GLAM project, but I'm not sure if there will be a timely response. Hang on, I haven't forgotten about you and I'll see what else might be done to assist you in placing appropriate links. I'll see what I can do as an individual as well. - Sorry for the delay on this, on both counts. Your email to GLAM caught us when we were in the midst of running an event (still, no excuse!) and I'm just now catching up on this on-wiki. I've been told that you've been connected with User:Multichill who has assisted with everything, but I was still wanting to follow up and make sure that everything's going along as you need it to. Thank you for your reply. Unfortunately I have not heard anything yet about how to add the links. As I said to Acroterion, I am adding one link every day, any help on how to do this a bit faster would be very welcome. Thanks in advance. User:Andoornborg
