However, talk pages are meant to be a record of a discussion; deleting or editing legitimate comments, as you did at Talk:Illyrians, is considered bad practice, even if you meant well. Even making spelling and grammatical corrections in others' comments is generally frowned upon, as it tends to irritate the users whose comments you are correcting. Please do not add copyrighted lyrics to articles, as you did to the article Anthem of the Republic of Buryatia because this is a copyright violation, and goes against Wikipedia's non-free content policy and general content policy. it was never written in the law to “be nice” or “be courteous” to anyone in this vast world, so peple can be nice or mean whenever they choose to. Simply do not tell people to be nice just because you feel they aren’t kind to you.
It may not be "written in the law" but it is certainly written in Wikipedia policy, as you can see at Wikipedia:Civility. No, editors can't be "mean" to other editors "whenever they choose to", and if they do so they are likely to be blocked from editing by an administrator sooner or later.
