The Licence Appeal Tribunal (LAT; French: Tribunal d’appel en matière de permis) is an independent, quasi-judicial agency in Ontario, Canada.[1] It is one of 13 adjudicative tribunals under the Ministry of the Attorney General that make up Tribunals Ontario.[2]
LAT adjudicates applications and resolves disputes regarding compensation claims and licensing activities regulated by administrative agencies of the provincial government.[3][4]
Current structure
[edit]LAT’s current structure consists of two main divisions: The General Service (GS) and the Automobile Accident Benefits Service (AABS).[5]
The LAT General Service Division
[edit]LAT-GS oversees and resolves appeals and applications involving decisions, proposals or orders from a registrar or regulator regarding:
- motor vehicle impoundments,[8]
- new home construction,[11]
- new home warranty,[12]
- and others.[13]
The LAT Automobile Accident Benefits Service
[edit]The LAT-AABS accepts accident benefit dispute applications and presides over the process under the Insurance Act and the Statutory Accident Benefits Schedule.[14][15] This jurisdiction was transferred from the Financial Services Regulatory Authority of Ontario (formerly the Financial Services Commission of Ontario) to LAT.[16]
The LAT-AABS is mandated to resolve disputes concerning an insured person’s entitlement to statutory motor vehicle accident benefits. [17]

Section 280(1) of the Insurance Act says: "This section applies with respect to the resolution of disputes in respect of an insured person's entitlement to statutory accident benefits or in respect of the amount of statutory accident benefits to which an insured person is entitled." Section 280(2) says these disputes are in the LAT's jurisdiction.

The Ministry of Finance will continue to administer FSCO's Dispute Resolution Services until June 30, 2020. During the transitional period, all open cases will continue; however no new proceedings will commence. As of July 1, 2020, any remaining cases will be extinguished, with parties able to start a new proceeding with the licence appeal tribunal.
