Norton's inclusion

Not sure why Norton was included with Wayne County, so I have removed any phrases or charts that said so. I believe it was done with good faith, but unless there's a small section that sneaks into county territory (which I haven't seen while looking at the Wayne County map), I don't think we should include them with Wayne County.
