American bias

Yet again an article written from an American (i.e. US) perspective. What is meant by a "Portuguese for John Doe". Nowhere is it explained who 'John Doe' is. Why is it the case that ""Povinho" is a diminutive for "Doe""? What does 'Doe' mean?

It is, I assume, the case that 'John Doe' is the US everyman, but that makes it just one amongst the - approximately - two hundred countries in the world and NOT the archetype against which all others are compared.
