The articles below reference a few points of interest relevant to the Yong Vui Kong case:

  • the mandatory death penalty for drug trafficking has been slightly eased, and under certain very specific circumstances a judge may opt for the lesser penalty of a life sentence. At first glance it appears those circumstances might fit his case.
  • the new law affects all cases, including those where the defendant has already been tried and sentenced. Where sentence has already been passed, the defendant can apply for resentencing under the new guidelines. As yet there seems to be no information on whether Mr. Yong has so applied, or declined.
  • Interestingly, the editorial referenced noted that unbeknownst to the public, a moratorium on hangings was imposed "last year" Exactly when is not noted, but it means at least a half-year or more halt to executions, and seems to hint at it being prompted by this case.

Because I don't know anything at all about this case beyond stumbling across these articles (after which Google brought me here), and because I don't know much about the Living Persons policy other than it exists, I'm just leaving these here for someone more knowledgeable to incorporate them into the article if they see fit.
