Wheel taxes, and tax per axle, seem to exist in various places, the article claims it is a Commuter tax, that does not seem to be typical, Wisconsin [1] the tax is collect based on vehicle registration.

Appleton, Wisconsin are considering to introduce a wheel tax, so hardly made-up (Fox 11 News report). Warren (talk) 22:51, 1 September 2014 (UTC)[reply]
