English is not my native language, so I'm not the right person to judge the prose.
Please take care of the problem of the article 36 box. The text of the main article is overwriting the box.
Another problem is the headline. It is promising more, than the article in his current form is able to give. There you mention the really interresting things. The headline is a short compendium of the article, but the things, which are mentioned in the second part, do not appear in the article any more.

A fine summary of the text of the second title of the Swiss constitution, but not more. Why should I read this article, when the Net gives me the chance to read it in the original form. The second part of the headline shows the important things. Where did these rights, written in these articles, come from. All new ideas of 1999? Already there in the constitution of 1846? Result of a development? Which rights are not there any more, which were added and why? If the courts do not have the right to decide about the content of the constitution, who has the right, to decide, what is the content in case of doubt or how far these rights are going in relation to the rights of other citizens. How do these rights interact with other articles of this constitution or for excample the European Convention on Human Rights? Which impact do these articles have on the life of a Swiss citizen and the Swiss State. Something being written in a nice law does not necessarily mean, that it is legal reality. This article describes the text of the Swiss constitution, but it does not describe, what is behind this text, the legal reality of this law.

The article (with small exceptions in the headline and chapter one) only shows the text of this part of the constitution, but an encyclopedic article should show more. It should tell us, what the text really means, why he does so and what is it's transformation in reality. There is still a lot of work waiting.
