Most of Ukrainian citizens think that country code is +38. That is not true, bacause:

As of November 2009, dialling conventions within the country will change: inter-city calling will start with a 0 followed by the city code and finally the in-city phone number. International calling will use a 00 prefix instead of 8~10. I am trying to get all the details and will amend the article accordingly - for now at the bottom of the page and replacing the original info in Autumn 2009. It seems as though for some reason Ukrtelecom decided to keep secondary dial tone after the first 0. So, for instance, calling abroad would start with 0~0. Has anyone seen anything like this before? Wouldn't this be confusing for foreign visitors? Or is the secondary dial tone a temporary measure?

Help please?

I can't figure this out... I am currently in Ukraine and have a local cell phone from Kyivstar. I have no idea what people need to dial to get a hold of me from the U.S. after the change in October (just used Skype since then). It used to be 011-380-97-xxx-xxxx. Now we can't get it to work.
