Feedback encouraged! Comments:

  • It wasn't clear to me from the article what is meant by complementary. Is it intended to be a doubling-down in an already over-developed sector (which seems to be the intent) or a move towards greater balance (as the word implies?)
  • This article needs a complete rewrite based on updated information rather than directly on the author's thoughts and Hirschman's original work. I'd say start over.
