Difference between this guy and Pharnabazus II?

Right. This Pharnabazes is indeed Pharnabazus II. Pharnabazus II was Satrap of Hellespontine Phrygia, but then led a failed expedition to Egypt in 373 BCE at the end of his life. His coinage is well known, both in Hellespontine Phrygia and later in Tarsos, Cilicia, which he used to pay Greek mercenaries for the Egyptian expedition. The whole story is nicely summarized here.
