Oregon 140 has recently changed from Terminating at the OR 62 intersection and now actually continues through to I-5. The Oregon Department of Transportation has a digital video log of the State Highways through it's internet page. http://www.oregon.gov/ODOT/TD/TDATA/pages/rics/videolog.aspx
From this page OR 140 is listed as ODOT internal Highway #270: Lake of the Woods Highway. when Looking at the video log it can be seen that OR 140 actually continues past the OR 62 intersection through Leigh Way, then right down Agate Road, then Left down Ave G where it turns into Kirkland Road, then to Blackwell Road to I-5 Exit 35. I called Jackson County Roads and they confirmed that the Oregon Department of Transportation has road jurisdiction of the previous roads.
