Ambiguous Language
[edit]"a warrant is a serious requirement under Cuban law" This phrase could mean that it is difficult to obtain a warrant, that it is necessaary to obtain a warrant in all cases, that no arrests or searches proceed without a warrant, or that the issuance of a warrant is a serious matter that nearly guarantees a conviction.
