[edit]Sorry this is so short but I dont have time to extend it (exam time) maybe some other time the document I have listed on the page should contain a wealth of information on the cap for anyone who has the time and inclination to extend this article, Good luck Clarkeo 06:08, 20 October 2007 (UTC) Simply a start on the article, it contains credible but admittedly not detailed information on the policy and the link is to an official governmental document dedicated to the topic.
