With respect to the WP:1RR restriction:

Clear vandalism of whatever origin may be reverted without restriction. Also, reverts made solely to enforce the extended confirmed restriction are not considered edit warring.
Editors who violate this restriction may be blocked by any uninvolved administrator, even on a first offence.

After being warned, contentious topics procedure can be used against any editor who repeatedly or seriously fails to adhere to the purpose of Wikipedia, any expected standards of behaviour, or any normal editorial process. Contentious topic sanctions can include blocks, topic-bans, or other restrictions.
Editors may report violations of these restrictions to the Arbitration enforcement noticeboard.

Aaron Bandler (May 23, 2024). "Seven Tactics Wikipedia Editors Used to Spread Anti-Israel Bias Since Oct. 7". The Jewish Journal of Greater Los Angeles. Retrieved May 24, 2024. To be fair, there was consensus among Wikipedia editors to include the massacre in the "List of major terrorist incidents" Wikipedia page. But there wasn't consensus for including it in the "List of Islamist terrorist attacks" Wikipedia page, as enough editors argued in an RfC that doing so would violate Wikipedia policy banning "original research," (WP:OR), which states that "all material added to articles must be verifiable in a reliable, published source."

Please remove the "Black Tom Explosion" as the perpetrator was the German Empire, a state, and thus the incident shouldn't be included in the list. Ztimes3 (talk) 11:50, 30 April 2024 (UTC)[reply]

Why do the October 7th Attack death toll only include Israeli deaths?

I ask because all the other incidents on the list count both. 9/11's 2996 number is both the perpetrators and victims, so is Beslan's, the ones with militant attacks like Camp Speicher/Tikrit is usually both, why single this one out?
