I don't see the necessity of this article move. First of all, Kidal Region is the more common English formulation (7,000 Google hits to 5,000), second of all, it's the most obvious English version. After all, the article for USA in the French wikipedia is under fr:États-Unis d’Amérique; why not use the most common English version of "Region de Kidal" for the English wikipedia?
