Hi Gusfriend, could you expand upon your reasons for declining this draft? The message says it does not show "significant coverage (not just passing mentions) about the subject in published, reliable, secondary sources that are independent of the subject". The article cites two articles in scientific journals. Each article focuses entirely on the subject (i.e. not passing mentions).
Also per your link to Wikipedia:Notability (academics), "the most typical way of satisfying Criterion 1 is to show that the academic has been an author of highly cited academic work." A Google Scholar search suggests several of Vasiliev's works have been cited 100+ times -- presumably an underestimate as he mostly published in the pre-digital era.
