The functions of the earls in Norway is fairly correct as far as the 11th-13th century goes. But before that, there were (according to later sagas) at least two dynasties of earls in their own right: The Møre and Lade (Hálogaland) earls. The latter dynasty ruled Norway as Danish vassals for two periods in the late 10th/early 11th century. There's also a later exception: Erling Skakke (12th century), who ruled Norway during his crowned son's infancy, but got his title not because of this, but from the Danish king by accepting Danish supremacy over the Oslo Fjord area.
