The sate of Palestine was recognized in 2012 and the state of Indonesia in 1949. I think Template:Contentious topics/page restriction editnotice is only used if restrictions other than page protection also applied (e.g., 1RR, consensus required, enforced BRD, etc.), per Wikipedia:Contentious topics#Restriction notices, but I'll let someone more familiar with CTOP double check me before closing.
