The architecture and design text that was flagged for a copyright violation was from a City of Los Angeles document. In California, all government documents are presumed in the public domain unless specifically stated otherwise. See:

I cannot find any Los Angeles specific rulings that say otherwise, but I understand if you want the text removed just to be extra safe.
