Is there supportive information on the FCC's web site about the 1980s decision to allow leasing? I think this is an important reference since many states, both then and now, may be concerned about the legality of doing so. Removed the section "unintended consequences" which was a long ramble about school janitors taping things and selling the tapes at swap meets?
