I can't find the good article review for this article. I've asked the tagger, User:Cartakes, for a link. :) Not only was the article missing the legally mandatory attribution for copying, those references don't look anywhere near GA quality to me, given that some of them are inadequate to identify the source used. The article was created by User:History of Persia. I agree that many text was copied from Mongol Empire at that time, but it is much less so by now since many parts had been cleaned up or rewritten since then. As for the header, sorry, it was my oversight, as the banners were copied from similar articles without changing the class parameter.
