Spam, spam, spam, huh?

Can someone educate me (beyond saying "WP:EL") as to what's wrong with cigarettespedia links? It seemed like a stable, on-topic resource, it doesn't contain egregious amounts of advertising, it actually had pictures of packs that the other external links don't, and I (who provided the link initially) haven't got anything to do with it.

Xbt in a comment says "it's cigarettes seller promotional website." I noticed that the pages host text links pointing to online sellers, but I don't get from there to a "promotional website".
