Cleanup needed

- California State Legislature, 1999-2000 Session
to:
- California State Legislature, 1999–2000 session
The differences are:
- an ndash rather than a hyphen for the range of years (the same convention applies to ranges of pages or other numbers);
- a lower-case initial "s" in "session". Capital letters seem to be contagious: once you've written several words in a row with capitalized initial letters, it's hard to stop.

- They are standard on Wikipedia in things like Eberlein–Šmulian theorem, appearing in hundreds—maybe thousands—of articles. This isn't a new proposal; it's well-establish long-standing Wikipedia usage. They also appear when something like "John Smith" is disambiguated from other "John Smith"s by putting in dates of birth and death. To use a hyphen instead is a clear violation of WP:MOS.
