Born in Riga, perhaps Latvian?
[edit]Would be nice with some elaboration on his family background and life in Riga, Latvia. Talk/♥фĩłдωəß♥\Work 17:43, 11 January 2009 (UTC)

Most probably of Bohemian origin but surely of Austro Hungarian nobility. Probable ancestor/relative is mentioned here: http://www.austro-hungarian-army.co.uk/oobcreta.htm, just search for Linienschiffs-Leutnant Oskar Lubich Edler von Milovan. It served on SMS Krähe stationed in Pola during the international blockade of Crete.
Another possible relative may be Emil Lubich von Milovan. (1855 Verona, Itálie – 1897 Opava, Bohemia).
Here is mentioned that they were hereditary postmasters in Bohemian town of Wodnian: http://krajpodhradem.txt.cz/clanky/32619/rodaci-a-osobnosti-k/, and on this forum is stated that part of the familiy migrated to Moscow and after October revolution to Riga: http://www.lexikon-der-wehrmacht.de/wbb2/thread.php?goto=nextoldest&threadid=210&sid=4fba11cf20bccbe23e8181a95e400984
