'decorative culture trophy'

I don't know what the phrase 'decorative culture trophy' means. Does it mean (in context) that the image is of a quality to have served as a focus of cult, and was not meant to be a decorative work of art in a private collection? 'Culture trophy' would seem to imply a contrast between a cult image, that if imported would've been handled with ritual respect, and a piece treated as a secular work of art and simply seized in a raid, appropriated, and brought home for your courtyard.
