In the city limits!
[edit]The NTSB stated that the crash occurred in the jurisdiction of Alton, Texas.
In addition the 1990 Census maps show the crash site (current Josefa Garcia Park) as being in the Alton city limits:

Also p. 27 (PDF p. 34/95) states: "While the road appeared to be rural, it was within the city limits of Alton." The page explains that speed limits in incorporated cities, if there are no signs, are assumed to be 30 MPH, while in unincorporated/rural areas the assumed speed limit is 55 MPH.
