– No need for prefectural disambiguation. Using searches through Special:PrefixIndex, there appears no other topics under the exact titles of majority of the above-mentioned Hokkaido cities - per WP:CONCISE and WP:PRECISE at WP:AT. For some with multiple topics bearing those names, WP:PRIMARYTOPIC prevails via readership stats (as of 9 pm, Manila time):

The readership stats are based on the pages' page information details. The use of readership stats is based on the opinion of @Sitta kah: in an old RM discussion at Talk:Zamboanga City. Such usage of stats is, according to Sitta kah, a great way of determining the PRIMARYTOPIC.

However, my proposed RM for Kushiro will be dealt in a separate RM, since it has numerous listings at Special:PrefixIndex/Kushiro, and the total of readers of other topics is close to the readership of the Kushiro city article (causing some debate), yet its base name is a redirect to the city article itself.

This RM is also in accordance to the general consensus at "Wikipedia talk:Manual of Style/Japan-related articles/Archive 27#RfC: Mandatory disambiguation for Japanese places?," which agrees that uniquely-named Japanese cities do not require provincial disambiguation.
