- The solution is to rely on reliable sources. Many books, like Morris' book "1948" discuss the question of when Arab states actually decided to send their regular armies. This question can be answered more precisely than "threatened", and the answer is that the decisions were made well into 1948. Many politicians and others made belligerent statements at different earlier times, some sounded like threats, some not, but it is not our job to sort them out and decide when a statement made by a person was on behalf of a state.
