Two "Most Popular Artist" Catagories?

Is this information accurate regarding the "Most Popular Artist" categories? Because it doesnt exllain why there are there two of them. One for TikTok and one that is listed under Special/Other awards. It also doesn't explain why it is that the two artists that "won" that "lesser award", appear NOT to have even been nominated for the main TiKTok Most Popular Artist category. It looks as though the show had decided to give them this "special award" before the main award had been decided, therefore disqualifying both groups from nomination.
