Possible Plagiarism Issue

While looking for a source for the claim that there was a private company dismantling the armory, I found this poster (www.msiac.nato.int/sites/default/files/media/accident_posters/msiac_accident_poster_10_-_gerdec_albania_15_mar_2008.pdf) that is almost identical to the article here, matching it word for word in some parts.
